Implementation Public Compliance Social With Social Participation

Abstract
This article discusses the implementation in the Public Administration of the Municipality of Maringá in the State of Paraná, Brazil, of the notion of "state responsiveness", therefore, making it necessary to have a firm and ethical posture in relation to the integrity and conformity of the values that the State must convey. To ensure sustainability in its scope, there is a need for the market, society and the State to develop an open and frank commitment through mechanisms to prevent and fight corruption and inappropriate practices. Transparency, access to information and Open Government are essential to the promotion of responsive Public Governance, and thus, the Maringa Public Administration considered it more democratic and inclusive to provide PublicAgents and society with the possibility of collaborating with the elaboration of the Code of Ethics and Conduct of the Municipality. By carrying out a public consultation disseminated among municipal Public Agents and civil society, aiming to capture popular perception and priorities regarding issues related to ethical and moral conduct inherent to public service, an aspect workedin the dissertation of this article, performing a quantitative and qualitative analysis. From the responses, one sought to diagnose how the stakeholders understand the theme, what they expect from the Municipal Government and also the interest in participating in the consultation. Such an analysis is necessary to guide the progress of the other stages of implementation of the Compliance and Integrity Program, reinforcing the importance of an Open Government that provides social participation in the decision-making of the Municipality.
